Are plates speeding up ?

When I was teaching, and trying to get across the very slow rate at which the earth's tectonic plates moved, I used the analogy of the plates moving "at the rate your finger nails grow..."

Then I noticed this article today on my daily Daily Mail trawl, and it's perhaps worth asking, does that mean that the earth's plates are speeding up ?
